No Internet for public officers? How about no phone to protect against DHL scams?

The following is a letter by our reader, Wong CM.

I refer to the news about no Internet for public officers from June 2017. Mr Lee Hsien Loong said that it was absolutely necessary because of the cyber-threats that we are facing. The Government said that it has been hit by 16 waves of cyber-attacks since April last year to justify why the ban is necessary.
Just a few days ago, the police warned Singaporeans to protect themselves from DHL scams. The police said that Singaporeans have lost $4 million to such phone scammers in just three months, from March 2016. Won’t Singaporeans be absolutely safer if they disconnected all their phone to protect themselves from such international scam ring?
