Cigarettes hidden in bread consignment seized at Tuas Checkpoint, Malaysian driver arrested

SINGAPORE: ICA officers at Tuas Checkpoint have foiled another cigarette smuggling attempt, uncovering 1,500 cartons of duty-unpaid cigarettes concealed within a consignment of assorted bread in a Malaysia-registered lorry on August 11, 2026.

The lorry was directed for enhanced checks, leading to the discovery of the cigarettes hidden within what appeared to be a legitimate food cargo. The 39-year-old male Malaysian driver was arrested in connection with the case, with both the exhibits and the suspect referred to Singapore Customs for further investigation.

The seizure drew responses from commenters who felt existing penalties are not enough to deter the persistent smuggling attempts at Singapore’s land checkpoints.

Several called for caning to be introduced as an additional punishment. “Good job! It’s time for the introduction of caning for smugglers in Singapore; paying a fine or jail is not as painful as caning,” one wrote.

Another was more emphatic: “Don’t just jail. Cane also. If not, [we’re] going to have more [cases].” A third went further: “It’s time to consider sentences with 10 strokes of the cane. Smuggling has been going on for years, and punishment is still not tough enough.”

One commenter focused on the operational side rather than sentencing: “It’s getting more and more [frequent]. Hopefully ICA can get a better system to assist them.”

The use of a bread consignment as cover shows the kind of creativity of smuggling attempts at Singapore’s land checkpoints. Cigarettes have been found concealed in tube ice cargo, wooden crates, vehicle floorboards, modified seat compartments, and now food deliveries. Simply put, this shows smuggling attempts will likely persist due to the domestic demand for cheaper, duty-unpaid tobacco.

Under Singapore law, those convicted of smuggling duty-unpaid cigarettes face fines of up to 40 times the duty and GST evaded, imprisonment, or both.
